Arbitration Mailboxes

When you try to remove the first databse that was created in Exchange 2010, there are ‘arbitration’ mailboxes that will prevent database deletion. Arbitration mailboxes are used to manage the approval process, for example handling moderated recipients and distribution group membership approval.

You have the choice of moving, removing, or mail-disabling these mailboxes. This needs to be done from the Exchange Management Shell (EMS) since they are not visible  in the Exchange Management Console (EMC)

To list the arbitration mailboxes use:

Get-Mailbox -Arbitration

To narrow this down you can include the databse name:

Get-Mailbox -Arbitration -Database mdb1

Once your ‘get’ command is listing the correct mailboxes, this can then be ‘piped’ to the move, delete or mail-disable command:

Move:
Get-Mailbox -Arbitration -Database mdb1 | New-MoveRequest -TargetDatabase mdb2

Delete:
Get-Mailbox -Arbitration -Database mdb1 | Remove-Mailbox -Arbitration -RemoveLastArbitrationMailboxAllowed

Disable:
Get-Mailbox -Arbitration -Database mdb1 | Disable-Mailbox -Arbitration
